This is a Special Report (Senate Report 109-322) of the Committee on Homeland Security and Governmental Affairs, United States Senate. The Committee's report sets out seven recommendations together with a series of supporting tactical recommendations, all designed to make the nation's emergency-preparedness and response system strong, agile, effective, and robust.
